Editor’s Note: A Continuous Journey of Learning

The Greek philosopher Diogenes wrote about the importance of education. Two of his known quotes, “The foundation of every state is the education of its youth”, and “Education gives comfort to the old”, can easily be related to Uganda’s oil journey, and aspirations. Education, in whatever form, is important in the both the early stages, and today as we inch closer to First oil. There’s always something new to learn.

The firm foundation for Uganda’s oil journey was in part a result of the collaboration with Norway, a country that is famed for prudent management of its petroleum resources, and, sharing their experience with the new or emerging producers such as Uganda and Ghana. The Oil for Development (OfD) programme which funded this collaboration with Uganda, dating over three decades, is officially closing at the end of 2024, but the footprints will last even longer.

This issue of “The PAU Newsletter” looks at some of the milestones achieved and the recent activities, as Uganda runs the last mile with the OfD Programme. Perhaps one of the milestones is the enhanced working relationship with the Ghana petroleum agencies, especially around safety of petroleum operations.  This edition features a discussion with the Authority’s peers from Ghana with insights on the importance of technical collaboration, akin to a gathering of kinsmen.

The 2024 Offshore North Seas (ONS) conference in Stavanger Norway, themed, IMAGINE, discussed the issues on the drive to achieving net zero emissions, which must not be at the cost of development for new producers like Uganda. Perhaps, as the new Board of Directors of the Authority, featured in this edition, takes the helm at the Authority, more research and discussion on the impact of global energy policy needs to take centre stage.

Achieving sustainable development requires youth inclusion, and this year’s annual Oil and Gas Skills Expo shined a spotlight on the skilling and employment opportunities that are relevant beyond the oil and gas sector. The players in the industry are also continuously supporting formal and civil education of the young folk, who are the foundation of the country, as aptly put by Diogenes.

The PAU Newsletter would not be complete without the regular dose of news on the flagship projects, updates from the field and global news, plus tit bits of oil and gas facts in the ‘Did You Know’ segment.
