The PEDP and the PRCTMS Acts of 2013, require the PAU to:

  1. i) Ensure the establishment of a central database of persons involved in petroleum activities, manage petroleum data and provide periodic updates and publication of the status of petroleum activities;
  2. ii) Ensure and facilitate competition, access and utilization of facilities by third parties;

iii) Monitor conditions of operators and their trade practices to ensure that competition and fair practice is maintained;

  1. iv) Provide information to the relevant authority for the collection of taxes and fees from petroleum activities;
  2. v) Contribute to national budget planning and control;
  3. vi) Review and approve all transmission and storage tariffs, levies and pricing frameworks of operators of transmission and storage facilities;

vii) Provide information relevant for the collection of taxes and fees from midstream operations;

viii) Ascertain the cost oil or gas due to licensees;

  1. ix) Promote well planned, executed and cost-efficient operations;

The Directorate provides support across all Four Pillars but it’s key roles area primarily anchored on Strategic Pillars Four (4) of the PAU’s strategic plan, which is to Enhance the Impact and

Sustainability of the Sector.

The Directorate of Technical Support Services has three corporate goals:

1) Optimise national participation

Under this goal, the Directorate’s strategic objectives are:

  1. a) To ensure employment of qualified Ugandans
  2. b) To support the training of Ugandans
  3. c) To support the development of the competitiveness of Ugandan enterprises as suppliers
  4. d) To monitor the implementation of National Content Requirements

2) Ensure operations are cost efficient

Under this goal, the Directorate’s strategic objectives are:

  1. a) To ensure all costs are benchmarked before approval to achieve a lower total cost per barrel
  2. b) To monitor costs

3) Ensure projects are economically feasible

Under this goal, the Directorate’s strategic objectives are:

  1. a) To ensure all projects proposed are robust
  2. b) To monitor changes in profitability of projects with changes in economic trends
  3. c) To build capacity in the area of economic/financial analysis of projects
